A power to make regulations for the remission of sentences is added. Section 14(2) of the Straits Settlements Ordinance is omitted as the publication and effect of regulations is covered by 8.40(3) of the Interpretation Ordinance, Ordinance No.31 of 1911.
Section 15(1) is amplified to empower Judges of the Supreme Court, Members of the Executive and Legislative Council and magistrates to enter reformatory and industrial schools.
These provisions are incorporated in the Juvenile Offenders Ordinance, Ordinance No. 1 of 1932.
Considerable variation has been made to meet the position which arises out of the provisions of the Juvenile Offenders Ordinance restricting the form of punishment of children and young persons. The remaining provisions of sec.19 of the Straits Settlements Ordinance are covered by the Magistrates Ordinance and the Juvenile Offenders Ordinance. This
section is partly modelled on 8.57(1) of the Children Act, 1908.

A discretionary power to place the offender under the supervision of a probation officer who can visit him and will therefore on his ultimate discharge be in a better position to befriend him. This is
